Its ultimate goal is to create a cohesive structure that allows all the component parts of the NEAR ecosystem to collectively decide how NEAR should be run. It defines the transitionary governing bodies that ease the Ecosystem in pragmatic decentralization over time with the idea that new governing bodies can be amended and old ones redacted on our collective journey to become decentralized.\n\n[Read and Comment on the Draft!](https://gov.near.org/t/near-constitution-v1-feedback-requested/30729)\n\n## Governance Working Group (GWG)\n#### Purpose\nThe Governance Working Group is a community-driven initiative to define and technically implement evolving governance models that are proposed and adopted by the NDC to empower pragmatic decentralization over time.\n\nThe GWG has a limited scope to create and recommend evolving governance models and technical implementations that, with a passing vote, are adopted by the NDC.\n\n ***The GWG does not direct, manage or operate the proposed governing bodies or the Community Treasury*.**\n\n*This clear line of delineation creates a clear path to decentralization. It removes the GWG as a central entity that governs the NEAR Ecosystem and allows for the full scope of the Community to be involved.*\n\n#### Mission & Values \nThe Governance Working Group is in 100% alignment with the [NEAR Brand](https://near.org/about/brand/), Mission, and Values as outlined by the [NEAR Foundation](https://near.org/blog/what-the-near-foundation-does/), NEAR Protocol, and the Ecosystem. The NEAR Ecosystem belongs to our Community, and decentralization is how we transition the \"power of governance\" to the Community. Every voice counts and can contribute.\n\n**Pragmatic Decentralization** means the transition of governance to the Community will take place over time and with the proper guardrails to ensure the Ecosystem continues to function, avoiding halts, wasteful use of resources, and ensuring we don't create deadlocks.\n\n**Evolving Governance Models** is the realization that the journey to decentralization is iterative and, at its core, needs to be amendable, adaptable, and open to change. Transitionary governance models are intermediary steps to transition governance to the Community with necessary guardrails to ensure our journey to decentralization is pragmatic, interactive, and additive to the Ecosystem.\n\n**Collective Decision-Making** is the process of implementing evolving on-chain voting mechanisms that align with approved governance models. To achieve full decentralization, decision-making should be as local as possible with governance processes to determine the level of **impact**. Decisions designated as impacting the whole Ecosystem will require a vote from the entire assembly of approved voting accounts.\n\n**Transparency** through openness is one of our core Ecosystem values. It is our ability as a Community to be transparent, open, and in the clear with our intent and decision-making. Transparency covers the expanse of budgets, decision-making, audits, reporting, and dispute resolution, each with journals, logs, and minutes to disclose the decision-making process to determine the outcome.\n\n**Self-Governance** is the ability of the Community and Ecosystem to govern without central organizations determining direction or outcomes. It's the full state of decentralization and what we, the Community & Ecosystem, aim to achieve.\n\nThese guiding principles provide the context and goals of our collective mission to help the NEAR Ecosystem transition to become fully decentralized in a pragmatic way.\n\nFind more definitions in the [NDC Glossary](/ndc-glossary).\n\n#### Workgroups\nPragmatic decentralization as a community-driven initiative is a progressive and monumental undertaking that will require the dedication of several and the contribution of many. This will require a small dedicated team and the engagement of the Community.\n\nTo better facilitate the workstreams and to allow the Community to join and align with their interests, the GWG is organized into **\"Workgroups\"** and **Sub Workgroups**. This allows each workgroup to focus on a specific area of expertise and shared interest to deliver part of governance.
